Constant FPS stuttering whilst driving

System specifications
8GB RAM, Intel Quad-Core i5-4690K CPU @ 3.50Ghz, Nvidia GeForce GTX 970.
What did you do to get this issue? Been having this issue since I installed.
What server did you get this issue on? Every server I’ve possibly tried.

I’ve installed the latest windows update, tried running the game on High Priority, fiddled around with the in game settings and Nvidia control panel settings, to no avail. My game stutters whilst driving at high speeds which, playing on a police community server, is a pain in the ass. GTA single player and GTA online both run at 150-200fps without problems on the highest settings, and FiveM runs at 60, but the stuttering is making the game unplayable.

Are you running the game in full screen or windowed borderless?

Yes, tried all three windowed settings.

I have the same exact problem, my game runs smoothly but when I drive it stutters then freezes a bunch.

Any solutions bud? It’s getting kinda frustrating.

Nope, running full screen fixed it for me. Though I rather avoid doing that and keep the lag spikes because alt tabbing from full screen is a pain.

Running it fullscreen works temporarily, but eventually returns to stuttering. CPU & memory usage is almost maxed.

PLS someone post a real fix to this.
I’ve tried all three fullscreen, windowed, and windowed borderless;
Reinstalled FiveM;
Verified game files of GTA in Steam;
Updated to latest GPU drivers and Windows 10 update;
Turned VSync off;
Tried alt tabbing out then back in;
None of this has worked. These stutters/freezes almost render the game unplayable for me, and my PC is over equipped for this game.
