Did you try to disable/uninstall your Anti-virus? yes
downloaded it yesterday. played for 30 min on an german server (dont remember wich) took a brake. wanted to log in later. boom code 201. since than i try to fix it. reinstalled it once. deleted caches.xml & citizen folder several times. read something about playing gta online first. did that. worked. fivem doenst. code 201.

at first its was in %appdata%. after it stopped working i placed it in its own folder inside the gta directory. still not working. but now i also placed it in its very own folder next to gta [E:\Games\FiveM & E:\Games\GTA V] still error 201.
regarding your link, gta v works as intended. PlayGTAV.exe starts without problems. going back to FiveM.exe -> error 201
