There is many paths in game install with peds in them. Any ped has a .ytd textures dictionary, modify them then put them in a ressource folder, like you would do for replace cars models.
for example there are some peds components here:
x64v.rpf > models > cdimages > componentpeds_a_m_y.rpf >
