It says to update to windows 10 in one of the errors…
Windows versions < Windows 10 version 1703 are not supported. (yes this includes windows 7)

Just update to windows 10 and that should fix your issue. If not try reinstalling.

Windows 7 is supported, its simply saying you are missing a file, re-install fivem or verify your game files.

anyway, as for that second error message disable your virus scanner and try again.
