Anyone know how to make it where the /me is over the players head?

I dont understand what im doing wrong, i put it in resource folder and add start servercommands in my config file. And whenever i type /ooc msg it pops up “no such command”
It does not work for me…
And I have it on the rescources folder and I’ve added “start servercommands” to the server.cfg but still does not work. 
Cool script, but how can i make example, that only nearby players can read my /me or /do …etc. ?
Is there a way to put /me and /do like proximity mesage?
