Verify GTA and make sure you have no lingering files http://rsg.ms/verify

It’s a fresh installation. I just reset my PC and installed the game about half an hour ago.

ok… but you said it happened after removing reshade… so the suggestion is still valid.

Happened after removing Reshade on my previous installation. It wouldn’t affect a fresh reset of Windows with none of those files. Regardless, verifying the files won’t do anything. Since then, I’ve already tried verifying and re-installing.
